There was an article and an editorial in the local newspaper that bemoaned the need for additional roadway work in the area to address commuter needs due to BRAC. All these new jobs coming to the local area increase traffic volumes and lengthen commute times, especially on two major east-west corridors. And the solution according to the master planners and the newspaper is clearly the construction of more roads.

No! It isn't!
Given a perfectly good opportunity to engage in a creative, expansive, futuristic thinking project, all they want to do is take the too well trodden tired path.
Roads?
We've done roads. All we ever do is roads.
Why not think about something DIFFERENT? The solution is to look at some unique mass transit opportunities to solve the problem. All three of the growth sectors are inside the base, which is currently NOT served by any form of extensive public transit. They are unique in that for each there is a major front door (almost literally) into which hundreds or thousands go each day. Why can not that be an advantage in developing a solution? Why not look at some solution that involves frequently run dedicated end-point mass transit? Or find a smaller tailored-transit version to operate in a unique situation of a couple of collection points in the surrounding cities and discharge points at the operational buildings? Even with some county funding, this could still be cheaper and more environmentally friendly than covering more ground with paving (both roads and parking), putting more single person vehicles on the roads, and perpetuating the same old style of doing things.
The quotes attributed to Einstein really seem to apply:
"We cannot solve our problems with the same thinking we used when we created them"
and the companion one
"You can never solve a problem on the level on which it was created"
So let's start to find a new way of thinking
